Under a contract awarded by the Florida National Guard (FLNG), the firm is applying custom software solutions to facilitate the monitoring of all government credit cards used by the FLNG through the Government Purchase Card Register (GPCR) system. According to The Associated Press, congressional auditors stated that "Federal employees had charged millions of dollars for Internet dating, tailor-made suits, lingerie, lavish dinners and other questionable expenses to their government credit cards." The review of card spending by the Government Accountability Office (GAO) discovered "nearly 41 percent of roughly $14 billion in credit-card purchases, whether legitimate or questionable, did not follow procedure -- either because they were not properly authorized or they had not been signed for by an independent third party as called for in federal rules to deter fraud." In an effort to regulate card authorizations and screen questionable purchases, the Florida National Guard has contracted with Craig Technologies to design and activate a computer-based tracking system for all of the government purchase cards used by every state unit. Being in production for over a year, "the FLNG has requested enhancements and upgrades to expand the GPCR system footprint making it a viable option for the other 49 National Guard states to employ," according to Tim Hagerty, Director of Software Engineering for Craig Technologies.
Building with the latest .NET platform using C# and ASP.NET, Craig engineers have developed the GPCR system to track the amount of money each unit has to spend for the fiscal year and allocates that money to desired purchases made by the unit members. Tied to a SQL 2005 database, the system will assign control numbers to purchases that are reviewed and authorized by a controller, track the purchase, and then grant authorized personnel access to data reporting functions. GPCR is flexible and will allow purchases for multiple units and monitoring of specific purchases by management.
The GAO report stated, "This audit demonstrates that continued vigilance over purchase card use is necessary. Breakdowns in internal controls over the use of purchase cards leave the government highly vulnerable to fraud, waste and abuse." The Indefinite Delivery/Indefinite Quantity Contract (ID/IQC) work began in September 2007 and will provide analysis for E-6B aircraft training.
