In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (SeaPort-e) Mulitple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) formalized an agreement to expand the ordering community of SeaPort-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. SeaPort-e made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality. Additionally other Navy activities, including the Military Sealift Command, Strategic Systems Programs and the United States Marine Corps have chosen to use SeaPort Enhanced. This decision emphasizes the Navy's cost-effective and integrated business practices to better support our Navy.
To meet Seapower 21 objectives and to increase efficiency, the Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) have aligned to provide seamless integrated support for twelve core Product Area Directorates:

The U.S. Army PEO STRI provides interoperable training and testing solutions and program management, and life-cycle support for the Army's most advanced training systems around the world. VA T4 task orders call for the integration of VA systems, network and software to modernize the VA’s information technology infrastructure. Services and products may span the life-cycle of a computer system, and include program planning and management, systems and software engineering, cybersecurity, operation and maintenance, and support to facilities. The VA T4 contract is in place to support the VA’s goal of providing seamless access to benefits and health information systems. This includes support for development of a common joint platform for digital medical profiles with the Defense Department over the next six to 10 years. VA T4 helps to meet other VA goals that include reducing the backlog of benefits claims and fulfilling the Veterans Relationship Management and the Veterans Benefits Management System initiatives.
The USSTRATCOM Systems and Missions Support (USAMS II) contract provides non-personal, advisory and assistance services in support of studies, system engineering and technical analysis. This is end-to-end systems and mission support includes all USSTRATCOM, their component commands, supporting and supported agencies, and the Air Force Weather Agency (AFWA). All operational and intelligence requirements will be satisfied through technically feasible, integrated, cost-effective system improvements, acquisition recommendations, logistics support, integration, and procedural analysis. USAMS II will also provide across-the-board technical expertise to ensure new technology, system specifications, upgrades, enhancements, tests, certifications, and operational procedures are in accordance with requirements. This A&AS contract is a follow-on to the current USAMS I contract for USSTRATCOM. USAMS II will provide support at up to 10 separate locations for HQ STRATCOM and its Joint Functional Component Commands (JFCC), USTRATCOM Center for Combating WMD (SCC-WMD), Joint Task Force-Global Network Operations (JTF-GNO), Joint Information Operational Warfare Center (JIOWC), Missile Defense Administration (MDA) and AF Weather Agency (AFWA).
