The Navy's Operational Test and Evaluation Force (OPTEVFOR) was conceived in 1945 and is headquartered in Norfolk, VA. OPTEVFOR provides an independent and objective evaluation of the operational effectiveness and suitability of naval aviation, surface, subsurface, expeditionary, C4I, cryptologic, and space systems in support of Department of Defense and Navy acquisition and fleet introduction decisions. As the sole independent agent for Operational Test and Evaluation (OT&E) in the Navy's acquisition process, OPTEVFOR conducts OT&E in a realistic operational environment. OPTEVFOR advises the Chief of Naval Operations on the operational effectiveness and suitability of new and improved war fighting systems and capabilities, tactics, and procedures.

Craig provides support in maintaining an M&S database consisting of the version and accreditation status of all M&S used in OT&E. We also conduct background research, provide analytical support, and recommendations for the development of appropriate models, simulations, and test beds; their requirements; and the appropriate methodology for the V&V, and accreditation of all M&S used for each phase of OT, particularly initial operational T&E.

Craig provides support by acting as a liaison with model proponents to ensure that modeling and simulation (M&S) Operational Test and Evaluation (OT&E) requirements are addressed adequately and permit the timely and effective accreditation of M&S in support of OT&E including: IV&V Agents and Developing Agencies, U.S. Navy Laboratories, Other U.S. Government Agencies, Service Cryptologic Agencies, U.S. Navy Operational Commands, Hardware and Software Contractors.

Craig provides technical, analytical, administrative, and material support to COMOPTEVFOR in the definition, conduct, and analysis of structured operational T&E of the JTRS TEIN J1650. This support includes:
